TO FINISH XView CONVERSION:
-1. Make animated cursors.
-2. Make melting and head dropping not work so hard after the image is done dropping.
-3: Fixup all cursor to reflect only two options.
-4: More color everywhere (even cursor?)
GENERAL:
1. Originally the idea was for this to be a networked game, with
   one person shooting missiles and the other blasting them down. Do this.
2. make better use of multiple colors everywhere.
3. have little launching sites that open up.
4. have the save file save more things, like the city icon used.
5. Have a .sdirc, which points to a save_game file.
6. Mirv at other times than the top of the city window.
7. fix scores.
